Senior Contracting Officer - Department of State

​From 1998 to 2018, Brian served as the senior Contracting Officer for the U.S. Department of State, Bureau of Administration, Office of Logistics Management, Facilities, Design, and Construction Division, Architectural-Engineering Branch.  He executed contracts for domestic and overseas architect-engineer services, reviewed each requirement and discussed the adequacy of procurement requests with technical representatives, prepared pre-solicitation documents, oversaw technical evaluation panels, met with higher management to monitor progress, drafted solicitations/contracts, lead negotiations with contractors, and awarded/administered resultant contracts.

Indefinite quantity contracts Brian awarded include worldwide design services, worldwide support services, worldwide construction management/administration, worldwide value engineering, worldwide cost estimating, worldwide fire protection, worldwide mechanical/electrical, and worldwide roofing services.  Contract values ranged from $350,000 to $50 million annually.

Stand-alone new Embassy building/compound design contracts Brian awarded and administered include Tunis, Abuja, Berlin, Helsinki, Seoul, Taipei, London (design competition), Mexico City, Jeddah, Paris, Beirut, and Brasilia. Contract values ranged from $2 million to $48 million.

From 1991 to 1998, Brian was the senior Contract Specialist for the U.S. Department of State, Bureau of Administration, Office of Acquisition, Overseas Acquisition and Diplomatic Security branches.  He functioned as a contract negotiator/administrator, provided customer service to over one dozen program offices, and awarded and managed contracts in support of over 200 embassies and consulates.  Contracts Brian awarded include light and full vehicle armoring, transparent armored glass, anti-terrorism training, professional security, security equipment maintenance, diplomatic pouch courier service, humanitarian aid, locks, generators, and helicopters, ranging in value from $100,000 to $101 million.

Lead Contracting Officer - Department of Agriculture

From 1987 to 1991, Brian was the lead Contracting Officer for the U.S. Department of Agriculture, Contract Management Branch.  He performed contract functions from cradle-to-grave and awarded and administered cost-plus-fixed-fee, fixed price, and cost reimbursement contracts.  Examples include food stamp production and storage/distribution, contracts studying the Women, Infant, and Children Program, Child Nutrition Program, and Food Stamp Program, as well as grants, cooperative agreements, and interagency agreements.  These projects ranged in value from $25,000 to $15 million annually. ​

Who Is Morrison?

Or rather, what is Morrison?
 
Brian and his wife Kate were married at the Morrison House, located in historic Old Town, Alexandria.  As Brian and Kate prepared to launch their company, they agreed its name should symbolize and represent something important to them, something they believed in. While brainstorming the perfect name for the firm, they each simultaneously suggested “Morrison”.  Thus, Morrison Consulting Services was born.
