About Morrison Consulting Services

Morrison Consulting Services (MCS) offers business development services to architectural-engineering firms in both the pre-selection and post-award administration phases.  MCS caters to firms entering federal procurement for the first time, those who have responded to Fedbizopps announcements but have yet to be selected as a successful offeror, as well as experienced contractors attempting to continue their success on new or follow-on procurements.

Our Services

Pre-Selection

Delivery services for a firm's written qualifications submission during the pre-selection phase for the technical evaluation panel.  

Post-Selection

Delivery services for successful offerors’ rate-fee proposal development, in response to indefinite delivery/indefinite quantity and stand-alone requests for proposals.

Post-Award

Delivery services for proposal task order requests, including quality assurance, work statement evaluation, fee proposal oversight, scope clarifications, and project administration/management.

Workshops

Based on a contractor’s request, and needs, MCS will conduct tailored workshops on pre/post award related matters.  Services may be provided at MCS, at the contractor’s offices, by Skype, or via teleconference. ​

About Brian Mulcahy

Brian Mulcahy is the President and Managing Member of Morrison Consulting Services LLC located in McLean, Virginia. He possesses 20 years of Government architectural-engineering (AE) procurement experience.

Brian is recognized for his expertise in Department of State AE procurement, and  is fully qualified to assist AE firms, cradle-to-grave, across federal agencies. ​
